UNDP - Aid Effectiveness Specialist (National position)

The Aid Effectiveness specialist will develop the Donor Mapping Exercise (DME) Report:
- Supporting the implementation of the DME, including the provision of guidance and support to the DME resource persons involved in the production of the Donor Mapping Report. Ensure gender mainstreaming and empower of women are fully incorporated and visible in the Donor mapping Report.
- Overseeing the publication of the Donor Mapping Report, including the proofreading, translation, DTP and printing process, as well as the disemination of the Report upon publication

Support the development of Aid and Coordination Information System:
- Updating the Donor Mapping database with current information on ODA flows and overseeing all related technical functions, such as reviewing yearly exchange rates, harmonising donors’ data entries, and calculating average allocations. Secure the system is gender sensitive (all the data on human beings are dissagregated by sex).
- Continuously developing the Donor Mapping Website to be a dynamic, gender sensitive, user-friendly, all-purpose tool in donor coordination. Communicating the findings of the Donor Mapping Exercise to the relevant government entities, donor agencies and international organisations.

Practice policy support on Aid effectiveness practices and country-level implementation of Paris Declaration commitments and finally will enhance SCIA in delivering other tasks that might require support.
- Supporting the work of the Public Investment Programme preparation process according to the requirements of SCIA and the ACE Project.
- Monitoring and supporting the implementation of global commitments on aid effectiveness, (including those defined in the Paris Declaration of Aid Effectiveness and Accra Agenda for Action) and contributing to developing policies and procedures for incorporating improved aid effectiveness practices; ensuring that the communication mechanisms with stakeholders on aid effectiveness are properly working.
- Monitor and support joint accountability mechanisms for governments and donor partners that include accountability for gender equality and empowerment of women.

Qualifications
- University degree in a field related to the function – economics, political science, international development, social sciences. Advanced degree is an asset.
- Minimum two years of experience in project/programme implementation. In addition, at least one year experience in implementing aid effectiveness initiatives, one year experience designing and carrying out qualitative research projects and one year experience in training and/or capacity development.
- Solid working experience with different types of databases
- Excellent communication and writing skills in local language and English (at academic level).
