1. Management of the project within the areas assigned, focusing on quality control from formulation to implementation, in particular:
- Effective application of Result Based Management (RBM) tools and monitoring achievement of results.
- Design and formulation of work plans, financial and procurement plans within the area of responsibility, translating project goals into local interventions.
- Coordination of project implementation with the programme team and other implementing agencies.
- Introduction of performance indicators/ success criteria, cost recovery, targets and milestones.
- Ensuring financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, and development of solutions.
- Facilitating implementation of the MDGF Programme within the programme component 2: ‘Enhanced local initiatives delivering positive cross-cultural messages’ and component 3 ‘Increased employment and profitability levels within the cultural industries’
2. Provision of top quality policy advice services to the local stakeholders and facilitation of knowledge building and management
- Identification of sources of information related to policy-driven issues.
- Development of institutions at local and national level that will address the identified needs in selected local communities.
3. Effective mainstreaming of gender equality
- Mainstreaming gender equality in selected municipal and CSO projects and ensuring segregation of data in reports by local partners;
- Gender-sensitive analysing of aggregate local reports;
- Ensuring training to local project partners in gender-sensitisation is provided.
Qualifications
- Advanced University Degree in Economics, Engineering or Social sciences;
- 5 years of relevant experience at similar positions in providing management advisory, hands-on experience in design, monitoring and evaluation of development projects in international organisations;
- Familiarity with PRINCE 2 management practices is an asset;
- Knowledge in international procurement procedures;
- Excellent organization skills;
- Excellent communication and negotiation skills;
- Fluency in English language is essential.
