CfP: The New Politics of EU integration The view from Central and Eastern Europe

Assessing Accession - Central and Eastern Europe in the EU

Third Annual Research Symposium - Call for Papers

The New Politics of EU Integration: The View from Central and Eastern Europe

National School of Political Studies and Public Administration
Center for European Studies

Bucharest, Romania
Friday 21st and Saturday 22nd May 2010

With the ratification of the Treaty of Lisbon a period of institutional and political reform within the European Union (EU) has come full circle. Lasting almost eight years, the reform process, beginning with the Convention on the Future of Europe (2001) and ending with the Treaty of Lisbon (2009) was intended to create a functioning institutional framework for the EU following the historic 2004/2007 enlargements and allow for future expansion. The subsequent adjustments made to the Union´s decision-making mechanisms, inter-institutional interactions and policy agendas has led the EU into unchartered terrains where its functionality and legitimacy will be ultimately put to the test. Building on five full years of membership and in light of the high profile role played by some Central and East European (CEE) member states (i.e. Czech Republic and Poland) in the negotiations and ratification of the Treaty of Lisbon, the relevance of these reforms for CEE
cannot be underestimated, whether from a domestic or EU-wide perspective. Several topical issues can be raised for discussion; for example: What role/s will be played by CEE member states in the new institutional framework? Will CEE member states be capable of taking advantage of the new rules to further their national interest? Is the move toward a majoritarian view of democracy inside the EU detrimental to the CEE member states? Will the citizens of the CEE member states be satisfied with the workings of the Union or with the quality of national representation in the EU´s political structure and policy process?

The Assessing Accession collaborative research network (CRN) maintains a research agenda which focuses on furthering the understanding of the relationship of the EU´s CEE member states´ to European governance. The above issues fit clearly within this research agenda and as such the network invites scholars, experts and policy makers to make a projection on how post-Lisbon EU politics will be configured and what role CEE member states will play. This new perspective will be informed by previous Assessing Accession member contributions on the impact of CEE states on the EU, and vice versa, over the past five years. This will allow the 2010 research symposium to initiate a substantive research agenda focusing on the place of CEE in a post-Lisbon Europe . It is intended that this will then be developed across future Assessing Accession events (including a "State of the Art" workshop) and inform a major research project bid to be coordinated by
the University of Glasgow in conjunction with the Assessing Accession network and submitted to a major funder by the end of 2010/early 2011.

Following the format of previous Assessing Accession Annual Research Symposia (Glasgow 2008, Gy"or 2009) this symposium will have two research streams; one focusing on policy and one focusing on institutions. These research themes will inform a series of panel sessions, key note addresses and workshops.

In the policy stream papers will ideally address, but are not limited to, the following issues:

· The position of CEE states towards key policies areas which impact on the region (e.g. neighbourhood policy, energy policy, minority and human rights policy etc.)
· EU policy areas successfully influenced by CEE States
· Eastern bloc tactics - is there an active CEE bloc in various policy areas and/or is this likely to develop in a post-Lisbon context?

In the institutional stream papers will ideally address, but are not limited to, the following issues:

· Governmental, regional/local and non-governmental representation in the EU political and policy process.
· Patterns, models and instruments in the organization of representation.
· CEE performance measurements and indicators of influence within key EU institutions.
· National overview mechanisms of CEE representation within the post-Lisbon EU.

The Assessing Accession CRN welcomes scholarly, empirically sound contributions but also practitioner accounts on the above mentioned topics. Comparative analyses are particularly welcomed. All papers will be made available online as joint Assessing Accession/CRCEES working papers and selected papers will be put forward for publication in an edited volume.

Abstracts should be no more than 250-300 words and should be submitted by email to e.butler@lbss. gla.ac.uk using the pro-forma document available for download from the Assessing Accession website (http://assessingacc ession.eu/ workshop2010. aspx). Abstracts can be submitted in English or French. Papers written in French will also be accepted, however, authors should be aware the working language of the symposium and all official publications will be English. The deadline for abstracts will be 30th January 2010. Acceptance of paper proposals will be communicated to the author by 20th February 2010. The conference will be open to non-paper givers. Some limited funding for travel bursaries is available for paper givers. Participants should be aware that this will not cover full costs of travel and accommodation and are encouraged to seek additional sources of funding.

For further information about the Assessing Accession Network and the 2010 Research Symposium to be held in Bucharest please visit the Assessing Accession website at: http://assessingacc ession.eu.

Assessing Accession is jointly supported by UACES (through its `Collaborative Research Networks´ initiative), BASEES (through its `Study Groups´ initiative) and CRCEES. Special support for the 2010 Research Symposium is provided by the event host, the Center for European Studies at the National School of Political Studies and Public Administration in Bucharest, Romania.

CfP: From Teaching to Learning: Current Trends in ELT, South East Europe

*SOUTH** EAST EUROPEAN UNIVERSITY** *

*Faculty of Languages, Cultures and Communications*

*Department of English Language and Literature and the Language Centre*

*We are pleased to announce** that an international conference: **FROM TEACHING TO LEARNING: CURRENT TRENDS IN ELT** will **be held in Tetovo, Macedonia, 9-11 April**,** 2010**.*

CALL FOR PAPERS

English language teachers in Macedonia and in the Balkans generally face many challenges in teaching English as a Foreign Language. Traditional teaching methodologies have, over the past few years, come increasingly under scrutiny and teachers have had to adapt to new teaching models which emphasize active, task-based learning and which integrate modern technologies into the classroom. New trends in teaching constantly challenge educators and it is only through dialogue with fellow practitioners that educators can themselves learn and develop their professional skills. Conferences are obviously a good opportunity to foster a continuing professional dialogue amongst English language teachers.

This is why, in the eighth year of its operation, South East European University now invites proposals for an international conference to be held in Tetovo, on the theme: *“FROM TEACHING TO LEARNING: CURRENT TRENDS IN ELT” *. The aim of this conference is to bring together English language teachers from South East Europe and elsewhere to exchange views and present research on the many issues and challenges ELT professionals face in the context of modern trends in education. This conference will be an excellent opportunity for classroom practitioners to learn and share ideas, research findings and teaching philosophies.

*The conference objectives are: *

* *

§ To exchange ideas about current teaching methods

§ To explore issues related to learner autonomy

§ To narrow the gap between teaching and research

§ To review the role of English Language in a changing world

§ To examine new trends in ELT

The conference organisers welcome proposals which fall within the broad areas of:

*1. **Applied **Linguistics* **

*2. **Second Language Acquisition* * *

*3. **ELT Methodology*

*Potential delegates may wish to consider sending proposals in the following areas (but please note that this is not an exhaustive list): *English for Specific Purposes, Assessment and Testing, Course Design and Needs Analysis, Classroom Management, Relationship between L1 and L2, Literature and ELT, The role of culture in ELT, Technology in the EFL Classroom.

*We invite the following types of proposals:*

*A) **Paper:* (30 minutes) which includes 20 minute presentation and 10 minutes question/answer time. It should discuss what the presenter is doing or has done in relation to theory and practice.

*B) **Workshop*: (40 minutes) The workshop leader should aim to involve the participants in activities which help the participants solve problems or develop specific teaching techniques. A step by step procedure of the workshop along with a short description of activities should be outlined.

*While writing the paper/workshop outline please keep the following points in mind:*

1. In general, presentations should draw on practical classroom experiences.

2. Preference will be given to papers which aim to explore new trends in ELT from a theoretical and practical standpoint.

3. Don’t forget to include your contact details and affiliation with your proposal.

*Please send proposals (special form) to the following e-mail address: *

CfP: RFP for a USAID Study on the Impact of the Global Economic Crisis

Dear Colleagues,

The Aguirre Division of JBS International is soliciting a RFP for a desktop analytical study for USAID on the impact of the economic downturn on the social systems and vulnerable population in the countries of Europe and Eurasia (E&E).

The goal of this study is to present a detailed analysis of the impact of the global fiscal crisis on vulnerable groups in the E&E region, and to document the extent to which individuals in the region have been made newly vulnerable (e.g. orphans and street children, child and adult victims of human trafficking, people with disabilities, those living below the poverty line, the unemployed, and the elderly).

The report should be generally applicable to the E&E region. However, USAID is especially interested in the countries in which the Agency maintains a presence, including: Albania, Armenia, Azerbaijan, Belarus, Bosnia, Georgia, Kosovo, Macedonia, Moldova, Russia, Serbia, Montenegro, and Ukraine.

The deadline for proposal submission is Friday, November 13, 2009. Please submit to rtsanov@jbsinternat ional.com

Please contact me via email with any questions.

Thank you!

Request for Proposals for Consultant Services
Report on “Effects of the Fiscal Crisis on Vulnerable Groups in the E&E Region”
October 2009

A. Introduction
The Aguirre Division of JBS International submits the following request for proposals (RFP) in order to obtain the services of a consultant qualified to produce a study entitled “Effects of the Fiscal Crisis on Vulnerable Groups in the E&E Region.”

Purpose of the Study
The goal of this study is to present a detailed analysis of the impact of the global fiscal crisis on vulnerable groups in the E&E region, and to document the extent to which individuals in the region have been made newly vulnerable. The analysis will rely on both quantitative data and qualitative data to examine the impact of the crisis on the following vulnerable groups (at a minimum): at-risk children (including orphans and street children), child and adult victims of human trafficking, people with disabilities, those living below the poverty line, the unemployed, and the elderly. As much as is feasible, the analysis will: document increases or decreases in the number of vulnerable people in these groups, articulate mechanisms via which the fiscal crisis has impacted these individuals and increased the number who can be
considered vulnerable, and make recommendations as to how programs may be designed or modified so as to best address and combat increases in any of these categories of vulnerability.

This activity is expected to stimulate timely and critical dialogue and to provide concrete resources and technical information that are necessary to develop strong programs that address the needs of these vulnerable individuals and measurably improve their lives.

Target audience(s)
The primary target audience for this activity is USAID Mission and USAID/Washington personnel and their implementers. Other audiences for this activity would comprise anyone with an interest in programmatic responses to the impacts of the fiscal crisis on vulnerable groups, including other USAID bureaus or operating units, U.S. Dept of State and other USG Agencies, NGOs that work n the region, other donors, and the
Program Office in the E&E Bureau.

B. Qualifications of the Consultant(s)
The consultant or consultants should be well-acquainted with the impacts of the fiscal crisis and should have in-depth knowledge of the practical tools and resources that are available to flesh out a fully articulated picture of how the crisis is impacting vulnerable groups. The consultants( s) will also have in-depth knowledge of the E&E region and will be familiar with how to gather data from governments and other sources in the field. Consultants must have familiarity with quantitative datasets and indicators, experience building and maintaining a dataset, understanding of economic or financial indicators, and experience analyzing and evaluating trends. Since there is no field work in conjunction with the report, the selected consultants should be familiar with and skilled at correctly and responsibly utilizing opinion surveys, and intermediary reports (from think tanks, NGOs, etc). He or she would also ideally have contacts at other donor or NGO organizations that work on issues related to the current activity that may assist in locating and gathering information and possibly, with translation. Facility with the Russian language would also be a plus.

Qualified candidates will have excellent writing skills and will be able to produce a professional document that does not need extensive editing and that is capable of communicating with both technical/specialis t and non-specialist audiences. Consultant(s) will also be able to craft a document that applies a theoretical understanding of how the fiscal crisis is impacting vulnerable groups in E&E to the generation of practical “how to” steps for Missions that need concrete action recommendations and resources to assist in program design and revision.

A report that does not provide concrete and practical applications of this type will not be viewed as useful or as fulfilling these technical directions. In this light, it would be best if at least one consultant is familiar with the types and nature of typical USAID programming in the region.

C. Description of Primary Duties
The primary duty of the consultant(s) is to produce a written Report that achieves the goals outlined in Section A above and that addresses the specific points outlined in D below.

There is no field work authorized in conjunction with producing the required report. Consultants are expected to obtain information via access to data sets, publications and other printed materials, phone calls, emails, and the internet. It is expected that in writing the report, the consultant(s) will rely on and utilize professional journals and publications as applicable. If possible, the consultant(s) should strive to gain access to qualitative and quantitative reports from the region; because these may not be in English, it will be helpful if the consultant(s) have contacts in the region that can help with translation.

D. Description of Specific Duties
The required report should provide the following information, at a minimum. The consultant(s) may wish to add other information that they view as being relevant and important.

An overview of the impacts of the crisis on the region, with a special focus on the impacts on people. This overview should describe regional impacts but if some countries have been hit disproportionately hard, this should be noted. Annexes with data may be used to illustrate differential impacts across countries. If applicable, this section of the Report could also include a discussion of perceived versus real impacts.

A detailed discussion of each of the following vulnerable groups: at-risk children (including orphans and street children), child and adult victims of human trafficking, people with disabilities, those living below the poverty line, the unemployed, and the elderly. This discussion should highlight what is known about the impact of the fiscal crisis on the size and status of each group, based on qualitative and quantitative data and should describe the major pathways or mechanisms by which the group has been or is being impacted. As much as possible,
the conclusions that are drawn in these discussions should be based on data, but news reports, journal articles, etc. may also be utilized.

A discussion of any possible long-term impacts on human and social capital in the region.

Consideration of whether women or men in the region should be classified as a vulnerable group in the context of the fiscal crisis. If an analysis of the available data suggests that gender is linked with vulnerability, a section presenting the results of a gender analysis of the crisis should be included in the Report.

Alternatively, gender issues could be addressed in a sub-section of the portion of the paper that addresses each of the vulnerable groups listed in the bullet above.

Concrete and practical recommendations as to how Missions can design or revise ongoing programming so as to address the issues that are uncovered by the Report. These recommendations should include general advice as to the vulnerable groups Missions should attend to most, the types of Mission programming that should be especially attuned to addressing

• Okolina i energija
• Sprečavanje prirodnih nepogoda
• Kontrola zaraznih bolesti
