One Month Visits - Jednomesečne stipendije za istraživački boravak

Tip stipendije: stipendija za istraživački boravak u Austriji

Ciljna grupa: studenti poslednje godine diplomskih/master studija, studenti magistarskih i doktorskih studija, univerzitetski profesori i asistenti

Vreme trajanja: mesec dana

Opis stipendije:
Uz podršku Ministarstva za obrazovanje, nauku i kulturu Republike Austrije, Austrijske rektorske konferencije i Austrijske službe za razmenu (ÖAD), organizacija WUS Austria promoviše i implementira jednomesečne stipendije za istraživački boravak u Austriji.

Potrebna dokumenta:

• One Month Visits Application Form - aplikacioni formular za "One Month Visits" stipendiju, sa fotografijama novijeg datuma, tačnom i potpunom adresom stanovanja i e-mail adresom aplikanta;
Oba formulara (One Month Visits Application Form i Statement of Advisor) se mogu naći na sajtu beogradske WUS Austria kancelarije www.wus-austria.org/belgrade (direktan link);
• Kopija diplome/a i spisak svih položenih ispita sa dobijenim ocenama - prevedeni i overeni kod sudskog tumača. Napomena: za univerzitetske profesore dovoljan je overen prevod diplome o sticanju zvanja doktora nauka i lista objavljenih radova;
• Curriculum Vitae
• Plan istraživačkog rada u Austriji - opis plana istraživačkog rada, jedna do dve strane (preporučljivo je dodati i ukratko objašnjenje motivacije za izvođenje istraživačke faze rada u Austriji);

The Education Support Program of the Open Society Institute Announces and Individual Research Competition

As part of the Advancing Educational Inclusion and Quality in South East Europe Initiative the Education Support Program of the Open Society Institute (OSI) announces a competition open to individuals on the elaboration of research papers using the statistical data collected as part of the 2008 Cross-National Survey of School Principals in South East Europe (SEE) countries. Proposals are invited primarily from graduate students and early carrier researchers.

The 2008 Cross-National Survey of School Principals in SEE countries, funded by OSI's Education Support Program, yielded a tremendous amount of data assembled by researchers in each of the following eight SEE countries: Albania, Bosnia and Herzegovina, Kosovo, Macedonia, Moldova, Montenegro, Romania, and Serbia. This survey provides a panoramic view of what schools are achieving or failing to do to promote an inclusive and democratic environment for students and parents in each of the aforementioned countries. For more information regarding the Cross-National Survey of School Principals in SEE countries, please view the survey report in its entirety at the Advancing Educational Inclusion and Quality in South East Europe Initiative's website at http://www.see- educoop.net/ aeiq.

In order to best utilize the important data collected by the researchers of the Initiative, OSI's Education Support Program will provide grants to successful applicants who will write publishable research papers. The primary purpose of these grants is to cull additional information from the Survey data which can be used for education reform, policy development, and strategic planning.

Grant Qualifications
Successful applicants will be individuals interested in bringing data and evidence to bear on policy decisions aimed at increasing accessibility to inclusive educational environments for all students. This grant program aims to clarify the lessons to be found in the data. By understanding these lessons, the research papers written by the grantees should shed additional light on how policymakers and educators can improve education for all students, particularly those who are underrepresented, in each of the eight SEE countries.
The sponsors have identified a few priority topics of research. Although funding will be provided for other areas as well, proposals in the following areas will receive priority consideration:
* Exploring the factors that attract some parents to crucial school activities and the barriers that prevent others from becoming engaged in their child's education and school life.
* Devising strategies on how to include more parents in the school governance process.

Funding Details
The paper is to be written in English and is to be between 5,000 and 10,000 words in length. Work must begin no later than 10 November 2009 and end no later than 31 January 2010. Selected researchers are expected to present their:
1. Final draft of the research papers at a fellows meeting to be held on December 9-10, 2009, in Budapest, Hungary.

Short introduction to the programme / what is it about? How may WBC participate? (approx. 500 characters):

Brief info about the Programme

COST is an intergovernmental framework for European Cooperation in Science and Technology, allowing the coordination of nationally-funded research on a European level. COST contributes to reducing the fragmentation in European research investments and opening the European Research Area to cooperation worldwide.

COST brings together researchers and experts in different countries working on specific topics. COST does NOT fund research itself, but supports networking activities such as meetings, conferences, short term scientific exchanges and outreach activities. Up to 2008, more than 200 scientific networks (Actions) are supported. COST does not fund research itself but provides a platform for European scientists to cooperate on a particular project and exchange expertise. These projects are called "Actions".  Each COST Action is a network centred around nationally-funded research projects in fields that are of interest to at least five COST countries. COST provides the COST Actions with financial support for joint activities such as conferences, short-term scientific exchanges and publications. Each COST Action has an objective, defined goals and clear deliverables. COST Actions have located their topic into one of COST’s scientific Domains. Participation in COST Actions is not limited to COST countries. Institutions from non-COST countries may join COST Actions provided there is a mutual benefit.

COST receives financial support for its coordinating activities from the EU RTD Framework Programme. The COST Office, administered by the European Science Foundation (ESF), acting as the implementing agent for COST, provides the scientific secretariat for COST Domains and COST Actions.

COST is organised in nine broad Domains (Biomedicine and Molecular Biosciences; Chemistry and Molecular Sciences and Technologies; Earth System Science and Environmental Management; Food and Agriculture; Forests, their Products and Services; Individuals, Society, Culture and Health; Information and Communication Technologies; Materials, Physical and Nanosciences; Transport and Urban Development). The intended coverage of each Domain is explained at: www.cost.esf.org

Open Call for Proposals for Actions

COST invites researchers throughout Europe to submit proposals for research networks and use this unique opportunity to exchange knowledge and to embark on new European perspectives. A continuous Open Call for Proposals is used to attract the best proposals for new COST Actions. Only the institutions of the 35 COST countries can propose an Action.

How to apply?
Proposals should include researchers from a minimum of five COST countries. Financial support in the range of EUR 100 000 p.a. for normally 4 years can be expected. Proposals will be assessed in two stages. Preliminary Proposals (maximum 1 500 words/3 pages), submitted using the on-line template at: www.cost.esf.org/opencall should provide a brief overview of the proposal and its intended impact. Proposals not conforming to the eligibility criteria of COST (e.g. requesting research funding) will be excluded. Eligible Proposals will be assessed by the relevant Domain Committees in accordance with the published criteria at: www.cost.esf.org. Proposers of selected Preliminary Proposals will be invited to submit a Full Proposal. Full Proposals will be peer reviewed according to the assessment criteria at: www.cost.esf.org/opencall. The decision will normally be taken within six months of the collection date and the Actions should expect to start within three months thereafter. The collection date for Preliminary Proposals is 25 September 2009.

Research Associate, Colorado State University

Research Associate III

Software Engineer (09-127)

The Cooperative Institute for Research in the Atmosphere (CIRA) at Colorado State University seeks to fill a professional scientific position for its collaborative research as a Cooperative Institute with the National Oceanic and Atmospheric Administration (NOAA) Earth System Research Laboratory (ESRL) in Boulder, Colorado (office will be in Boulder).

Background:
The Advanced Computing Section (ACS) of the Earth System Research Laboratory’s (ESRL’s) Global Systems Division (GSD) provides parallel programming support of NOAA earth system models being run on NOAA’s supercomputers.   The ACS works with modelers within the laboratory to assist in code development, debugging, porting and performance tuning of new and existing parallel codes.  Some codes utilize the Message Passing Interface (MPI), while other codes utilize the Scalable Modeling System (SMS) developed by the ACS.  The Scalable Modeling System (SMS) is high-level software designed to assist modelers and programmers in developing and maintaining their codes in a parallel computing environment.

Traditionally, ACS has worked primarily with atmospheric codes, but recently, modeling research at GSD has shifted toward earth system models where an atmospheric code is but one component of a more complex coupled system.  Modeling components in an earth system model could include ocean, land surface, atmospheric chemistry, and inter-component couplers.  The NOAA Environmental Modeling System (NEMS) is a high level framework designed to support coupling of model components via a software infrastructure and metadata standards.  NEMS relies on the Earth System Modeling Framework (ESMF).  ESMF is software being developed by NOAA and other agencies to provide a standard way to couple modeling components together.  NEMS is being adopted by NOAA operational centers and will be required for all models run operationally at NOAA National Centers for Environmental Prediction (NCEP).

Responsibilities:
As part of the ACS, this position will be converting models and model components into the NEMS framework for use on NOAA’s developmental and operational super-computers.   Initially, the individual will be responsible for two primary tasks using ESMF and NEMS: (1) coupling the Flow Following Finite-volume Icosahedral Model (FIM) with a icosahedral variant of the HYCOM Ocean Model; and (2) coupling the Non-hydrostatic Icosahedral Model (NIM) with an alternate physics package.   The FIM and NIM models, written in Fortran, were developed at ESRL and rely on the Scalable Modeling System (SMS) to run on distributed memory parallel computers.  SMS is directive-based parallelization software that was also developed at ESRL and relies on the Message Passing Interface (MPI) library.

The candidate will initially work with another senior software engineer to become familiar with the ESMF and NEMS, but may eventually become a focal point for model coupling activities, responsible for development, coupling, collaborating with other agencies, and supporting scientific inquiries and use by scientists and software engineers in ESRL and other NOAA laboratories.

Qualifications:
Required qualifications include a Bachelor of Science degree in Computer Science, Engineering, or related Physical Science, with 5-10 years experience in Fortran programming, parallel programming, structured coding, and skill in debugging parallel codes.  The candidate must have worked extensively in Linux or Unix operating systems and have some experience developing shell scripts and working with software management systems such as Subversion.  An ability to effectively communicate technical concepts via oral presentations or written reports is also required.

Knowledge of and experience with NEMS and/or ESMF are highly desirable.  The candidate will be required to interact extensively with the ESMF and NEMS teams in order to be effective.  Since NIM and FIM were written using the MPI-based SMS, experience with SMS and/or MPI is also highly desirable.  Additional useful qualifications include familiarity with scientific models and data formats, and experience with the Climate and Forecasting (CF) metadata standards.

Application Deadline: Tuesday, September 15, 2009
