HIA - Senior Fellows Seminar Week in Bosnia and Herzegovina

HIA is excited to announce a Senior Fellows seminar and study trip to Bosnia and Herzegovina.
Running from May 9-15, the program will be based in Sarajevo and will consist of a challenging mix of seminars, lectures and site visits, including day trips to Srebrenica and Mostar. This program is ideal for Senior Fellows interested in Bosnia and Herzegovina, ethnic conflict, war crimes, and other related themes.

Thanks to the generous sponsorship of the government of the Netherlands, HIA will cover most of the program expenses, including travel to and from Sarejevo! Participation is free for Bosnians.

There are 30 spaces available in the program, with 12 reserved for Bosnian participants and 18 reserved for Senior Fellows from all other HIA countries.

The application deadline for this program is April 1, 2010.

DURING THE SEMINAR¦

¦you are going to discuss the problems of your societies with other
young people from the Balkans. Boring?! We use creative, sometimes
crazy, certainly practical methods. You will learn the basics of
project management and intercultural communication and develop your
own small project. Depending on further funding you will receive a
scholarship for realising your project.

The seminar is run by four young, international and experienced
trainers.

Training content

In spite of their importance, environmental issues in the SEE region are not sufficiently recognized and discussed publically. Media have one of the key roles with regard to this - monitoring and reporting on environmental problems, creating and adjusting environmental policies to the European standards, as well as raising public awareness on these issues.

Therefore, the aim of this training is to increase journalists’ knowledge and awareness of important environment topics and problems, and to provide them with long term support in their continuous work on these subjects. The training will take place in Mediacenter Sarajevo, from April 12 to April 17, 2010 (6 working days in total). The following areas will be discussed from theoretical and practical aspects:

- EU Acquis Communitaire
- Water  and Water Management in SEE Countries
- Waste  and Waste Management in SEE Countries
- Sustainable Development (with the focus on tourist development in SEE countries and environment protection)
- Climate Change

 

Application for the training must include synopsis of the participant’s story (in English, no longer than 500 words) that has to be related to one of the areas mentioned above. Working language of the training is English.

 

Training methodology
The training will combine theoretical workshops providing basic information about the EU policies with regards to the specific topic, institutions, legislatives, case studies and technical background information, and practical mentoring for the participants on their own investigative stories that have to be related to the areas mentioned above.

Who can apply?
Journalists with experience in working on the environmental issues (all media included); young journalists with up to 5 years of working experience (all media included); and journalism students in their final year of undergraduate studies. Applications from the following countries are eligible - Bosnia and Herzegovina, Serbia, Albania, Kosovo, Montenegro, Macedonia.

Application requirements

Obligatory application documents are following:

- CV with the detailed list of published articles, broadcasted radio or TV reports, essays from the University
- Short presentation of your topic for the investigative story that you will be developing during the training, no longer than 500 words, in English, containing the following information - sources, importance of the story for the local community, main questions that you would like to explore

Results

During the training, participants will develop/finalize their own story, having investigated the  selected topic related to the areas mentioned above. All finalized stories will be published on MC Online and other interested web portals in the region.

Expenses

The organizers of the training will cover full accommodation expenses. As for travel expenses, they will be covered as following: up to 50 EUR for participants from Serbia and Montenegro; up to 300 EUR for participants from Albania, Macedonia and Kosovo; and up to 30 EUR for participants from Bosnia and Herzegovina.

Student Theatre Activism, Zagreb, 24-26.3.2010

During the last two decades
the demand for active social and political engagement in art has become one of the most urgent ones. Reasons are many and diverse, from the ecological to antiglobalist ones, but they successfully summon artists from various fields. However, while conceptual, performance and video artists demonstrate strong political awareness and readiness, most of the theatre artists yield to the inertia of their field, reacting slowly, if at all. Can students change this? This conference seeks to provide a forum for the exchange of practices and experiences relating to social and political activism among student theatre groups at the university. Our aim is to analyse recent initiatives and reveal innovative approaches to theatre as a vehicle of social change and political statement.

The questions we ask are simple:
Does theatre has the power to make a change?
If so, do students recognize it?
Are they willing to use it?
Is there a need to use it?
What can we learn from other artistic practices?

The Conference will be held during Test!0 - International Student Theatre and Multimedia Festival (22nd - 27th March). It is open to all theatre practitioners and
theoreticians (for example in the following fields: theatre studies, art history,
sociology, film and media studies) who work with university students, university
students and other participants eager to contribute to the development of social
and political awareness among students at the university.

Conference Topic: The Issue of the (Post)Other: Postmodernism and the Other

Every questioning of the term postmodernism generates a new reading or a new addressing of its origin, namely its relation to the modernism. Is postmodernism just a continuation or an unfinished project of modernism, or is it something entirely new? A similar dilemma, even more radical and enigmatic, concerns questions about the Other: is the Other, ultimately, radical alterity, irreducible in its uniqueness, or is it possible to incorporate the Other in some order of the Same?

This oscillation between two poles vibrates throughout various currents of postmodernism. Perhaps the easiest way to conceive of the Other in postmodernism is to associate it with some monstrous form: the living dead, zombies, psychopathic extraterrestrials, alien objects and creatures, androids, disgusting slimy beings invading our bodies, multiplying in our wombs; from horror to science fiction, all those uncanny, unfathomable appearances beyond (or beneath) the very category of Œthe human¹. A different approach to the Other in postmodernism, in a crude and simple way, could be summed up under the credo: the Other is produced by a discourse; various regimes of power make the Other visible, until it assumes the more concrete shape of the neighbour. Instead of the monstrous forms and the invasion of the uncanny, we have instead different aspects of the neighbour: Orientalism, imaginary cartography, the clash of civilisations, the stranger, the migrant, the national, the ethnic, the minority others and various symphonies of hybridism in a globalscape.

From this postmodern dilemma arise crucial questions: how do we answer to the call of the Other? Is the alterity which calls us, sheer otherness, the uncanny presence, the unnamable obstacle to representation, or is it possible to love Œthy neighbour¹ the Other? And finally, are we entering a phase in which it is possible to talk about the post-Other?

The goal of this conference is a multidisciplinary questioning of the concept of the Other from radical theorising in the context of the latest debate on the Same and Difference to vivid case studies refreshed and invigorated by Œnew examples¹. We picture the conference traversing a variety of theoretical concepts and topics, bringing together scholars of diverse backgrounds and interests.

Possible topics may include, but are not limited to:

· The other "Other" and the otherness of "Otherness¹ are we entering the stage of "post-Other"?

· Indivisibility of discursively produced (and thus discursively tamable) "Other"

· "Taming¹ the "Other¹ by disclosing sedimented discourses of power or by resisting productive subjugation to bio-power

· The "Other¹ in literature (in different literary genres; the "Other¹ as the subject¹s constitutive element in various narratives)

· Fear of the unknown and the construction of the "Other¹ (monsters, beasts, mass murderers)

· (Re)presentation of the "Other¹ in film

· Conspiracy theories and the construction of the "Other¹

· National, ethnic, gender and minority "Others¹

· Post-socialism and the "Other¹

· Global production of the local ŒOther¹ and vice versa local production of the global ŒOther¹

· Literary translation as the "Other¹ original

· Literature as non-art

· The "Other¹ in language when metaphor becomes methodology

Proposals are invited from scholars from different fields and disciplines of humanities and social sciences for individual papers (30 minutes including discussion time).

Abstracts should be in Word or RTF formats and include the following: a) author(s), b) affiliation, c) e-mail address, d) title of abstract, e) body of abstract. Please use plain text (Times New Roman 12, Single Spacing, Justify) and abstain from using any special formatting, characters or emphasis (such as bold, italics or underline).

In Central and Eastern Europe, the fall of communism opened the path to democracy, a choice acknowledged - in Pierre Manent's words- as the unique universal "political religion". The communism represented in this region one of the most complicated projects of readjustment of the political, social, economic and cultural values. As a consequence, its demise involved a complex "reinvention of politics"; (Tismaneanu) : from the shift toward new principles and rules to the reconfiguration of the social and political paradigm.

The struggle to move form a single party system to a multiparty party one, the restructuring of the civil society, the institutional state reform, the uncertainties regarding the foundations of the democratic legitimacy, the protection of human rights and the difficulties that ethnic, cultural and religious minorities have to deal with - are all issues that continue to generate fierce theoretical debates.

The process of democratization was interpreted in various ways. Some political scientists set the limits of this process to a rather "technical" evaluation by applying a set of criteria included in an index of democracies elaborated by different international bodies. Others, like Dahrendorf, insist on the time span necessary to build an authentic democracy; he considers that the economic and political changes within the system insufficiently strengthen a democratic state in the absence of a civic society. Moreover, authors like Rupnik emphasize the fact that the transition from totalitarianism to democracy cannot be considered irreversible and that the presence of extremism in Central and Eastern Europe can actually undermine the democratic political construction.

The student conference organized by the Political Science Department, University of Bucharest, and by the Centre d'étude de la vie politique (CEVIPOL), Université Libre de Bruxelles, aims to encourage a multidisciplinary approach of the above mentioned issues related to the process of democratic consolidation in Central and Eastern European two decades after the first free elections that took place after the fall of communism. The organizers are particularly interested in individual or collective papers, theoretical or empirical, based on original researches that will generate an interdisciplinary dialogue regarding the following issues:

- The evolution of the partisan phenomenon in ex-communist states;
- Institutional reforms of the ex-communist countries;
- Governance and (new/old) political elites;
- (Re)emergence and development of the civil society;
- Integration of post-communist states in the European space; public policies and "europeanization" ;
- Consolidation of the rule of law and human rights protection;
- Redefinition of the political community: recognition of minorities rights, migration, diasporas;
- Economic reforms and welfare
- Political and academic reevaluation of the communist past.

The conference is addressed mainly to students currently enrolled in the final years of a Bachelor degree, as well as the ones attending a Master program, from different fields of social sciences and humanities: Political Science, Anthropology, Sociology, Economics, Law.

The conference will take place at the Institute for Political Research, 8 Spiru Haret str., 010175, Bucharest 1, Romania.

In order to attend the conference, please send an abstract of 300 words max, in addition to a short CV, until the 10th of March 2010, to the following e-mail address: fspubconference@ fspub.ro. The selected participants have to send the final paper (20 000- 25 000 characters) by April 10th, 2010. The conference languages are English and French but the abstract, as well as the final paper, can be written in Romanian, English or French.

Come to SEE Youthpass! - Training Course for Youthpass for organisations in South East Europe

 The overall aim of the training course is to improve the quality of Youth in Action Projects involving organisations from South East Europe, by raising the participants' awareness on the principles of non-formal learning and its validation, and training them to implement Youthpass in their future projects (EVS, Youth Exchanges and Training Courses).

The objectives of the training course are:
- To create possibilities for sharing experience among youth leaders from different countries in SEE and develop expertise in non-formal education;
- To explore the concept and exchange practice of non-formal learning in youth work, especially in the context of South East Europe;
- To raise awareness on the potential and educational value of youth work in the frame of eight key competences for life-long learning;
- To promote and deepen the understanding and knowledge of Youthpass as a tool for recognition and validation of non-formal learning in youth work;
- To raise awareness of the wider recognition context of non-formal education and learning through reflection on recent developments in youth and education policies in the region;
- To provide the participants with a possibility to experience Youthpass by integrating self-assessment of competences and issuing of the certificates in the programme of the training course;
- To train the participants on the technical use of Youthpass and facilitation of self-assessment of competences, with the aim of enabling them to issue Youthpasses for participants in their future projects under the Youth in Action Programme (EVS, Youth Exchanges and Training Courses);

Participants' profile:
- The training course is targeting practitioners (youth workers, youth leaders, project managers, EVS mentors) from South East Europe with prior experience in the field of youth and non-formal education, specifically within the Youth in Action Programme;

The economies of Balkans and Eastern Europe countries have almost completed a course of two decades with significant changes in their characteristics and their adaptation in the new economic environment. This course has fore grounded significant difficulties, has highlighted the particular problems that the countries of the
particular region should face, and it has led to different sates and patterns of growth and enhancement of the economies.

The objectives of the conference are to discuss and evaluate the results of the economic policy that have been applied during the last two decades, to suspend the prospect challenges and to investigate the policies in the sector of economy which are considered necessary, so that the countries to be integrated getting as much benefit as possible. Papers which will be accepted in the conference have to be
related to the wider domain of economic science with the match of events in the wider region of South-Eastern Europe being the point of discussing.

The EFC AGA and Conference Scholarship Programme

The deadline is 12 March.

The scholarship programme is generously supported by:

Fundação Calouste Gulbenkian, EVKAF, Fondazione CRT, the Global Fund for Women, Realdania and Robert Bosch Stiftung.

This scholarship fund has been generously funded by EFC members and is aimed at foundation staff worldwide, with special emphasis on participants whose attendance can be directly linked to the conference theme.

 

Eligibility and Application Conditions 

 

The eligibility criteria required to apply for the scholarship is as follows: 

  • The organisation should be unable to cover the costs of attending the conference
  • Transparent finances and activities
  • Capacity to qualify for EFC membership
  • Attending the whole AGA and Conference
  • Only one application per organisation
  • Priority will be given to those aged 35 years and under

 

The scholarship programme is intended to cover one or more of the following:

  •  Registration fee for the AGA and Conference  - Registration covers conference participation, meals (where indicated in the programme), social events and a conference bag of materials (including the Delegates List) distributed when registering onsite
  • Travel expenses (participant’s own arrangements, economy rates only) - Any transfers, meals, visas or other travel-related costs are exempt and these must be covered by the individual
  • Accommodation expenses  (two nights in a single room selected by the EFC Secretariat) - Hotel incidentals such as phone calls, room service, pay-for-view tv etc are exempt and are the responsibility of the individual upon checking out of the hotel

5th Doctoral Conference, South East European Research Centre


The South East European Research Centre will be holding the 5th Doctoral Conference in Thessaloniki on September 13th/14th 2010.

This conference is aimed at attracting doctoral students from around the South East European region and beyond who are doing their theses on areas of interest for South East Europe. Participants will present their doctoral work, at whichever stage they are, to an expert discussant and group of their peers, and will receive feedback and advice on their work.

The European Financial Seminar is a 5-day working session that was established in 1990. The 19 th edition of the annual seminar will be held from Sunday, April 18 th until Thursday, April 22 nd , 2010 at the P&G European Headquarters in Geneva, Switzerland. With this Workshop, we seek to draw together scholars in order to connect the developing literature on 'Europeanization' to the recent realities of the domestic transitions underway in south-east Europe. The region exhibits an exceptional diversity of conditions in this respect: between recent entrants, applicant states, pre-accession states, a special strategy for the newly-defined 'Western Balkans', and
countries coming under the 'European Neighbourhood Policy'. We seek to extend and update earlier research, with a longer temporal perspective and a greater cross-comparison according to type of EU-status. There is much scope here for illuminating research and discussion.

We welcome papers within political science, political economy and international relations, whilst being open to papers on these themes in cognate disciplines. We seek papers that focus on public policy and/or institutions within a relevant domestic setting. Comparative analyses and single case studies are welcome. All papers delivered will be made available online via the CSE and LSEE.

Those interested in submitting papers are requested to send an abstract of 3-500 words by email to: cse@snspa.ro. The deadline for abstracts is 10th February 2010 and acceptance of paper proposals will be communicated by 1st March 2010. Papers may be submitted in English or French, but the language of the conference will be English.

A limited number of bursaries will be available to paper givers, though these will not cover the full cost of travel and accommodation. Requests for such funding should be indicated at the time of submission of abstracts and decisions will be made at the time of the acceptance of papers.

Jean Monnet Summer Seminar

*Jean Monnet Summer Seminar 2010 (7th edition)
SIENA and ROME, 28 June - 16 July 2010*

We are thrilled to announce that the University of Rome Tor Vergata and the University of Siena are currently organizing the 7TH EDITION of the JEAN MONNET INTERNATIONAL EU SUMMER SEMINARS, to be held in Siena and Rome from the 28 June to the 16 July 2010. The summer seminars will be made up by three different modules each to be taken individually.

EU INSTITUTIONS AND DECISION MAKING AFTER THE LISBON TREATY

The 1st module will focus on the changes introduced by the Lisbon Treaty in the EU institutions and decision making procedures. It will also perform a first assessment of the new EU High Representative and the EU President. The module will take place in Siena from the 28th June to the 2nd of July, 2010 under the direction of Prof. Luca Verzichelli, Dean of the Faculty of Political Science of University of Siena. It will be an exciting hands-on course analyzing the changes introduced by the Lisbon Treaty both from a theoretical and practical point of view. Among the themes that will be treated:
- The Council and the European Council
- The EU President and the European Council after Lisbon
- Cooperation and Rivalry in the EU Internal Dynamics
- EU Governance
- The EU Multilevel Governance after the Lisbon Treaty
- The EU Regions in the EU after the Lisbon Treaty
- EU Parliament
- Regulatory Policies and Regulatory Institutions in Europe
- Is European Parliament the Looser after Lisbon?

THE EU FOREIGN AND DEFENCE POLICIES UNDER THE LISBON TREATY

The second module will focus on the EU Foreign and Defence Policies under the new Lisbon Treaty. It will take place in Rome from the 5th to the 9th of July 2009 under the direction of Prof. Federiga Bindi, Jean Monnet Chair at the University of Rome Tor Vergata. As usual, it will have a hands-on approach thanks to the participation of the best scholars and decision makers in the field. Among the themes that will be
treated:
- The EU Foreign Policy
- The EU Defense Policy
- The EU, the US and Russia
- The State of the Union after Lisbon

THE FRONTIERS OF EUROPE

The third module is titled "Frontiers of Europe". It will take place in Rome from the 12th to the 16th of July 2009 also under Prof. Bindi's leadership. It will focus on the debated question of the frontiers and the border regions of Europe (Mediterranean and Nordic dimensions included); such issues will be analyzed by the top international scholars and decision makers in a challenging thematic way. Among the

- The State of EU Negotiation and Enlargement Prospects
- A New Security Architecture?
- Sustainable Economy and Development
- Energy Policies: Between Environment and Power Politics

WHO SHALL APPLY?
The Summer Seminars address primarily to PhD students and young professionals, but they can be particularly useful also for other graduate students, as well as for people working in NGOs, national administrations, interest groups, medias etc. Exceptionally skilled senior undergraduate students can be accepted on an individual base. The Jean Monnet Seminars are highly selective and intensive, with 30 teaching hours each week. Admission is subordinated to the proof of previous knowledge about the EU. In the past editions, approximately 35% of the applicants have been accepted. Prospective students can choose to enroll one, two or all three modules.CREDITS: Each module will award 4 ECTS/2 US credits.

TUITION FEES:
The tuition fee is of 600€ per week. The participation to all three modules is highly encouraged, thus reduced cumulative fees are foreseen: 1000€ for two weeks and 1250€ for all three weeks. Thanks to the generous support of the European Commission - Jean Monnet Action, 3 full scholarships and 3 partial scholarships are available and will be awarded on the basis of merit and need.

HOUSING:
Housing fees and lodging fees are not included in the tuition fee, though organizers will be glad to help with low cost housing. On some days free refreshments will be served, too. Please inquiry for further details.

DEADLINES:
The deadlines are *28 February 2010* for grant requests and 30 May 2010 for full-tuition paying participants. Acceptance will be notified within one month after each deadline.

International Law and Human Rights


This International Law and Human Rights program is taught in English and run by AIM Overseas' partner in the beautiful Czech town of Brno, Masaryk university.The town of Brno, in the east of the Czech Republic, is a stunning little town at the cross-roads of Europe: Vienna, Prague, Bratislava and many other destinations are just a few hours away.The course is a great mix of lectures, sites visits and fieldtrips making for a very dynamic program. Over 3 weeks, you will attend classes for a total of 36 hours and visit relevant sites such as the Ombudsman's office or the Constitutional Court in Brno.The program also includes some fantastic overnight trips to the Czech Capital, Prague, as well as to Budapest in Hungary and Vienna in Austria to visit the United Nations office.The program will conclude on the 7th of February, but you have the possibility to stay on and join the ski trip organised by Masaryk University' sporting club from 8th to 12th Feb.
