The Hertie School of Governance (HSoG), located in the centre of Berlin, offers an international executive master programme in cooperation with the University of Potsdam: the Executive Master of Public Management is designed for experienced professionals from government, business and civil society and with work experience in Germany or in other European or OECD countries. All courses are held in English and in the heart of Berlin. A framework agreement with the German Federal Ministry of the Interior indicates the high interest of the German public sector in the EMPM. KPMG supports the programme with an endowed professorship.
The EMPM provides qualifications needed for the modernisation of public administration and for the cooperation between the three sectors. Participants work in national and regional administrations as well as in international organizations, NGOs and the private sector. Their academic background ranges from law, social sciences and economics to natural sciences and other fields.
The curriculum is flexible in time and content. The programme can be completed either full-time (1
year) or parallel to the participant´s regular work (2 years). The flexible time frame allows students from all over Germany and abroad to join the EMPM programme. The participants can choose electives from three areas of concentration: Leadership and Management, Financial Management, and Intersectoral Management.
The faculty of the Hertie School of Governance, Germany’s first professional school for Public Policy, is comprised of national and international professors who all have substantial practical, as well as academic experience. The HSoG closely cooperates with other top institutions in the fields of Public Policy and Management – amongst them are London School of Economics, School of International and Public Affairs of Columbia University, SciencesPo or University of Potsdam – faculty from these institutions as well as experienced practitioners contribute to the teaching in the EMPM.
Applicants must meet the following requirements for admission: higher education degree, at least two years of professional experience, and a good knowledge of written and spoken English (knowledge of German is an asset, but not a condition for admission).
The fees for the one-year intensive programme total € 20,000, the two-year programme amounts to € 25,000. Most participants are supported by their home institutions.

We are offering one stipend for a tuition waiver (of up to €20,000) to an official from the NISPAcee from a new EU member state or candidate country (Croatia, Macedonia). To apply, please specify you are applying for the NISPAcee stipend in your letter of motivation.
